HTML is a programming language every web developer must know. We understood that Internet as being the only means for easy communication internationally and intercontinentally. Due to this reason web browsers has been creted over time just for easy access to the information on the internet. Mind you web browsers don't understand normal human languages but languages like HTML, CSS, JAVASCRIPT, PYTHON, et ce tera. Which are translated to languages understood by human beings by the browsers.
